HUMAN RESOURCES DIVISION:
ADMINISTRATION SUPERVISION RECEIVED:
Works under the direct supervision of the Director of Human Resources.
SUPERVISION EXERCISED:
This position has no formal supervisory responsibilities.
POSITION CLASSIFICATIONS:
The position of Human Resource Generalist in the City of Stow is classified by the Stow Municipal Civil Service Commission, is Non-Exempt under the Fair Labor Standards Act and is not included in a collective bargaining agreement.
PURPOSE:
Performs a variety of routine clerical, secretarial, administrative work in support of the Human Resources Department and may serve as back up to the Supervisor of Public Service as needed.
Essential Functions:
1.
Serves as Secretary to Civil Service Commission.
Performs an accurate recording of the proceedings and preparation of meeting minutes.
Distributes documentation and/or publish minutes promptly as well as perform other related duties for the Commission.
2.
Serves as primary contact and processes paperwork related to employee benefits, workers compensation, family medical leave, and other related employment matters.
3.
Provides information to other departments and the public and applies significant knowledge of department policy, regulations and procedures.
4.
Creates and coordinates distribution and removal of job postings internally and online.
5.
Receives and tracks applications, schedules testing and interviews; processes background checks, and schedules medical/drug testing and fingerprinting, as necessary.
6.
Download applications and related information for employment folders from PoliceApp and FireApp web-based programs.
7.
Submit appropriate forms to the Ohio Police and Fire Pension Board, as needed.
8.
Creates and maintains employment folders.
9.
Processes new hire letters and packet, and onboard new employees.
10.
Processes and monitors work-related injuries; complete and submit reports.
11.
Creates and updates job descriptions.
12.
Processes public record requests and maintain logs.
13.
Maintains archived records and record retention programs.
14.
Serves as back-up to Public Service Department with bids, contracts, inquiries, requests, complaints, and public service programs as needed.
15.
Works together with the Supervisor of Public Service in handling telephone calls requesting information about current City programs including leaf pick-up, snow removal, utilities, and other inquiries from the public.
16.
Composes, types, and edits a variety of correspondence, reports, memos and statistical tabulations requiring judgment as to content, accuracy and completeness.
17.
Input timesheets into payroll database each pay period.
18.
Processes work order requests.
19.
Processes incoming and outgoing mail, including certified mail and overnight packages for shipping.
Distributes mail accordingly.
20.
Maintains and stocks office supplies and equipment.
21.
Prepares purchase requisitions for the Human Resource Department.
22.
Notarizes documents and swears in persons giving testimony and taking depositions.
23.
Maintains electronic and paper filing systems.
24.
Operates a City-owned vehicle to run errands.
25.
Performs other duties related to those of the position and/or resulting from the needs of the organization.
26.
Regular, reliable, predictable, and punctual attendance is an essential function of the position.
(This is due to the fact that employees work as part of a team, and that there are a limited number of employees available to perform numerous tasks critical to meeting to efficient and effective delivery of statutory services to the public, and/or among whom the responsibilities to perform those numerous tasks can be distributed.

Compliance with all City of Stow city-wide and departmental policies, work rules and procedures.

CERTIFICATIONS:
PSHRA, HRCI, or SHRM is preferred but not required.
QUALIFICATIONS 1.
Completion of secondary education or equivalent (high school diploma or GED); completion of post-secondary education or equivalent (Associate's degree or higher) in human resources or a related field preferred.
2.
Must have a minimum of two (2) years of related human resources experience as a generalist or assistant and/or experience which provides the desired knowledge, skills, and abilities to perform the essential functions of this position.
3.
Previous work experience in municipal or county government is preferred, but not required.
4.
Must possess valid Ohio Notary Public certification or obtain within 90 days of hire.
5.
Must possess and maintain a valid State of Ohio Driver's License throughout the term of employment.
6.
Ability to handle sensitive and confidential information with discretion KNOWLEDGE, SKILLS, AND ABILITIES:
1.
Must possess proficiency in office practices and procedures and public sector recordkeeping methods, practices and procedures.
2.
Ability to quickly acquire and appropriately apply knowledge of department regulations and policies.
3.
Skilled in Microsoft Office.
4.
Ability to work independently and plan and carry out assignments to completion.
5.
Ability to understand and follow oral and written instructions and write brief messages.
6.
Skilled in operating the listed tools and equipment.
7.
Ability to multi-task.
8.
Ability to conduct research and prepare reports.
9.
Ability to maintain the appropriate confidentiality of sensitive government information.
10.
Ability to work independently and properly prioritize tasks.
11.
Ability to work effectively during stressful situations.
12.
Ability to establish and maintain effective working relationships and communicate effectively, both orally and in writing, with City employees and officials and the general public.
TOOLS AND EQUIPMENT:
Tools and equipment used in the performance of this position include, but are not limited to, the following:
computer, including related office support software; fax machine and copy machine; dictation equipment; binding machine; laminator; calculator; multi-line telephone system; and two-way radio.
